HOW TO PARTICIPATE

The City of Rocklin welcomes your interest and involvement in the City's legislative process. The City Council has established a procedure for addressing the Council. Persons wishing to address the City Council are asked to voluntarily complete and submit a speaker identification sheet to the City Clerk. Speaker identification sheets are available near the entrance of the Council Chambers. For items listed on the agenda, any person may address the City Council at the time the item is considered. Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required three-minute time limit. The Brown Act does not permit the City Council to take action on items brought up under Citizens Addressing the City Council.

WRITINGS RECEIVED AFTER AGENDA POSTING

Any writing or documents related to an agenda item for this meeting provided to the City Council, Public Financing Authority or Successor Agency will be made available for public inspection at City Hall, 3970 Rocklin Road, Rocklin, during normal business hours.

LEVINE ACT PROVISIONS

 

The Levine Act requires a party (or the party’s agent(s)) to a proceeding before the City of Rocklin that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to a City elected or appointed officer (including Councilmembers, Planning Commissioners, and members of other City boards and commissions) totaling more than $500 within the 12 months before the City decision.

If making a presentation regarding an agenda item, all audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance. The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

Approve a Proclamation Declaring the Month of May 2025 as Amyotrophic Lateral Sclerosis (ALS) Awareness Month, and Designate the Mayor to Sign the Proclamation on Behalf of the City Council.

Adopt an Ordinance of the City Council of the City of Rocklin Approving and Adopting a Military Equipment Use Policy for Fiscal Year 2025-26.

Vista Oaks Phase III Final Map

 
Recommendation:
  1. Adopt a Resolution of the City Council of the City of Rocklin Approving the Final Map of Vista Oaks Phase III Subdivision/(SD-2001-04) and Approving and Authorizing Execution of a Subdivision Improvement Agreement.
  2. Adopt a Resolution of the City Council of the City of Rocklin Accepting Grant of Open Space Easement (Riparian Area and Creek Protection) (Vista Oaks Phase III Subdivision).

Bicycle Pump Track and Parking Lot Extension Project - Notice of Completion for the Bicycle Pump Track

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Bicycle Pump Track and Parking Lot Extension Project – Bicycle Pump Track Phase, Approving the Notice of Completion, and Authorizing and Directing the Senior Engineer to Execute Said Notice on Behalf of the City.

Aquatic Complex License Agreement with Rocklin Swim Team

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Repealing Resolution No. 2025-072, and Approving and Ratifying an Aquatic Complex License Use Agreement with the Rocklin Swim Team dated May 13, 2025.

The Bluffs Subdivision Road Reconstruction Phase I Bid Award

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Bluffs Subdivision Road Reconstruction Phase I to All Phase Construction, Inc., and Authorizing the City Manager to Execute an Agreement with All Phase Construction, Inc.

  2. Adopt a Resolution of the City Council of the City of Rocklin Approving a Design Review (Stanford Ranch 6.8 Apartments / DR2024-0001).

Introduce, Waive the Full Reading, and Read by Title Only, an Ordinance of the City Council of the City of Rocklin Enacting Chapter 8.11 of the Rocklin Municipal Code to Adopt and Designate Fire Hazard Severity Zones.

 

D3.  

Disclaimer of Conservation Easement Property Interest in Connection with the Placer Parkway Phase I Project

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute and File a Disclaimer of Interest in the County of Placer v. Orchard Creek Investors, LLC, and City of Rocklin Eminent Domain Action Regarding the Placer Parkway Phase I Project.
